What happens after you place an order with us
The most important thing to understand about any filing service: a payment receipt is not a government receipt, and the gap between them is where confusion lives.

What a payment confirmation means
When your card clears, you get an email from us confirming we have your order. That email confirms one thing: money moved from you to CertExpress. It is not evidence that anything has been filed with anyone, and we say so on the email itself rather than letting the word "confirmed" do ambiguous work.
Three separate facts are tracked separately and never merged: whether you paid us, how far along our processing is, and what the government record says. Your order page shows all three, and the third reads "Not yet verified" until we have actually checked it.
What we do next
- We check your current registration status, so we do not file something you already hold.
- We prepare and submit the filing.
- We record the government filing reference and receipt against your order.
- We email you a second time — that email is the one that says the filing is done.
A UCR registration and a BOC-3 filing move at different speeds. A BOC-3 is usually recorded within a day; a UCR registration depends on your base state. If you bought both, they will not finish together, and your order page shows each one's own status rather than a single combined one that would have to be wrong about one of them.
Why we sometimes ask before charging
If your fleet or base state means we cannot establish the correct fee automatically, we save your details, do not charge you, and get in touch. Charging a guessed amount and reconciling later is the alternative, and it either undercharges or takes money for a registration we cannot file at that fee.
How to check without waiting for us
Every order has a status page you can reach with your USDOT number and order email — for UCR or for BOC-3. Your confirmation email also contains a direct link, so no lookup is needed.
We also recommend confirming independently once a filing completes — with your base state or at plan.ucr.gov for UCR, and on your FMCSA record for a BOC-3. A filing service telling you a filing worked is weaker evidence than the record itself, and any service that discourages you from checking is telling you something.
If something goes wrong
Reply to your confirmation email with your reference number. If we cannot complete a filing, we refund it — and where an order covered two services and only one could be completed, we refund that part rather than treating the order as all-or-nothing.
