1. Who We Are

CertExpress is a private commercial service operated by NaachTech. These Terms of Service govern your use of certexpresss.com and every order you place through it. By using the site or placing an order, you agree to these terms.

2. Services We Provide

CertExpress offers two distinct paid services. Both are services we perform for you — in neither case are you buying a government document, registration, or approval.

A. FMCSA document retrieval. We locate, retrieve, and deliver publicly available FMCSA (Federal Motor Carrier Safety Administration) records, including Certificates of Authority, Permits, and Licenses. These same records are available to the public free of charge at fmcsa.dot.gov. You are paying for the search, retrieval, formatting, and instant delivery — a convenience service.

B. BOC-3 process agent filing. We prepare and submit the BOC-3 designation of process agents required under 49 CFR Part 366, through a licensed process agent partner, on your behalf. You are paying for the preparation, submission, and process agent coverage — not for the FMCSA's decision on your application.

3. No Government Affiliation

We are not affiliated with, endorsed by, or acting on behalf of the FMCSA, the U.S. Department of Transportation, or any other government agency. We do not issue, certify, or endorse any document. We cannot and do not guarantee that the FMCSA will grant, renew, or maintain your operating authority.

4. Pricing and Payment

• Prices are shown in U.S. dollars on the order page before you pay, and the price shown at checkout is the price charged. There are no recurring charges and no subscriptions.
• Payments are processed by Stripe and PayPal. We never receive or store your full card details.
• The price for your order is fixed at the moment you start it. A later price change on our site does not affect an order already in progress.
• You are responsible for any taxes that apply to you.

5. Document Retrieval Terms

After successful payment you will receive: - A download link on the confirmation page - An email containing the same download link, sent to the address supplied at checkout

Download links are valid for 72 hours from the time of purchase and permit up to 5 downloads. If your link expires or fails before you have retrieved the document, contact us and we will reissue it.

6. BOC-3 Filing Terms

When you order a BOC-3 filing: - We forward your designation to a licensed process agent partner, who records it with the FMCSA. Filings are normally submitted within 24 hours of payment on business days. - Process agent coverage is provided in all 50 states for the period stated at checkout. - You are responsible for the accuracy of the USDOT number, legal company name, DBA name, address, and contact details you provide. A filing rejected because of information you supplied incorrectly will be corrected and re-submitted at no additional charge. - We email you a confirmation once the filing is on record. It remains your responsibility to verify your filings directly with the FMCSA, as we do not control government processing times or outcomes. - All BOC-3 filings are now electronically recorded in MOTUS. It is your responsibility to check your DOT and all filings under the new MOTUS system to make sure the BOC-3 is completed. We will send an email confirming the filing once we have uploaded the filing. - We may substitute an equally licensed process agent partner at any time without notice, provided your coverage is unaffected.

7. Order Status and Communications

Every BOC-3 order gets a status page, linked from your confirmation email, where you can track progress and download your filing confirmation once it is on record. You can also look up an order from the status page using your USDOT number and order email address.

By placing an order you agree to receive transactional email about that order (confirmations, status changes, and delivery). These are not marketing messages and cannot be unsubscribed from while an order is active. Marketing email, where we send it, always carries an unsubscribe link.

8. Cancellations and Refunds

Document retrieval orders are refundable where the delivered file is unusable or wrong. BOC-3 orders are refundable up until we forward your order to our filing partner. Full details, including how to request a refund, are in our Refund Policy.

9. Digital Service Waiver

By completing your purchase you expressly agree that the digital service begins immediately upon payment confirmation, and you acknowledge and waive your right of withdrawal or cancellation once the document has been delivered or accessed, or once a BOC-3 order has been forwarded for filing. This waiver is confirmed by the consent checkbox shown before payment.

10. Third Parties and Your Data

To deliver these services we share the minimum necessary data with: - Stripe and PayPal — to process payment - Resend — to deliver transactional email - Our licensed process agent partners — for BOC-3 orders only, and limited to the company details required to make the filing

11. Acceptable Use

You agree to use CertExpress only for lawful purposes. You may not resell, redistribute, scrape, bulk-download, or commercially exploit documents or data obtained through this service, nor use it to impersonate a company you are not authorized to represent.

12. Limitation of Liability

CertExpress is not liable for: - Errors, inaccuracies, or omissions in source records published by the FMCSA - Delays or outages caused by payment processors, email providers, or government systems - The FMCSA's decision to grant, deny, suspend, or revoke operating authority - Loss of data, revenue, or business resulting from use of delivered documents or filings

Our total liability for any order is limited to the amount you paid for that order.

13. Governing Law

These terms are governed by the laws of the United States of America. Any dispute shall be resolved in the jurisdiction where NaachTech operates.

14. Changes to These Terms

We may update these terms at any time. The version in effect when you place an order is the version that governs that order. Continued use of the service after an update constitutes acceptance of the updated terms.
