Why the jumps are so large

The brackets are wide and the steps between them are steep — the difference between twenty vehicles and twenty-one is substantial. That makes the vehicle count worth getting right rather than estimating, and it is why our form asks you to confirm the basis for your number instead of just accepting it. How to count your vehicles covers the two official methods.
