What We Do
CertExpress is a private filing service that prepares and submits two federal filings for interstate motor carriers, brokers and freight forwarders:
- BOC-3 process agent designation — required by the FMCSA (Federal Motor Carrier Safety Administration) before it will grant or reinstate operating authority.
- Unified Carrier Registration (UCR) — the annual registration owed by interstate carriers, brokers, freight forwarders and leasing companies.
Important: CertExpress is not a government website and is not affiliated with FMCSA, the US Department of Transportation, the UCR Plan, or any government agency. You are paying for preparation and filing; any government fee, such as the UCR fee, is passed through to the relevant authority.
How It Works

We prefill your company details from the public FMCSA registry.
Confirm and pay
Choose BOC-3, UCR or both, and pay securely by credit/debit card (Stripe) or PayPal.
We file
We submit your filing, email you a confirmation, and you can track it on your status page.
