Who needs to register for UCR?

What UCR actually is

The Unified Carrier Registration Agreement is a fee collected by participating states from businesses that operate in interstate commerce. It is not a permit, a licence or an authority. Nothing is issued to you beyond a receipt; what you are buying is compliance with a fee obligation that a roadside inspector or an auditor can check.

Who owes it

• Motor carriers operating in interstate commerce, whether for-hire or private.
• Brokers, who arrange transportation without operating vehicles.
• Freight forwarders.
• Leasing companies that lease vehicles to interstate carriers.

The last three often have no qualifying vehicles of their own. They still register, at the lowest fee bracket.

A vehicle count of zero is not an exemption. It is a bracket. This is the single most common reason a broker assumes UCR does not apply to them.

"My trucks never leave the state"

This is the other common misreading, and it is about the freight rather than the vehicle. If what you are hauling is part of a journey that crosses a state line — a container moving from a port to an in-state warehouse on its way out of state, a load you pick up from an interstate shipment — then you are in interstate commerce even though your own wheels stayed put.

Purely intrastate operations, where both the freight and the vehicle stay inside one state for the whole journey, do not owe UCR. The distinction is worth getting right: it is decided by the nature of the movement, not by your odometer.

Who does not owe it

• Purely intrastate carriers, as above.
• Businesses with no USDOT registration and no interstate transportation role.
• Carriers based in the nine non-participating states and the District of Columbia still owe UCR — they simply register through a participating state of their choosing. Not participating is not the same as being exempt. See the fee page for the list.

How to check without guessing

If you hold a USDOT number and operate in interstate commerce, assume UCR applies and work from there. Our form reads your FMCSA record, shows you what it says about your operation and fleet, and asks you to confirm it — so you can see the basis for the fee before you pay rather than after.
